Meet the IG

Ellen N. Biben is New York State’s eighth Inspector General.  She was appointed by Governor Andrew M. Cuomo effective January 1, 2011. 

Prior to becoming Inspector General, Ms. Biben worked for four years at the New York State Attorney General’s Office as the Special Deputy Attorney General for Public Integrity.  Under her leadership, the Public Integrity Bureau earned national recognition for its handling of numerous public fraud and corruption investigations.

Before joining the Attorney General’s Office, Ms. Biben served for more than ten years as an Assistant District Attorney in the New York County District Attorney’s Office, rising to Deputy Bureau chief of Rackets, a position she held her last five years.  As a Deputy in the Rackets Bureau, she investigated and prosecuted organized crime, money laundering, tax evasion, public corruption cases, and other forms of racketeering.  Prior to her tenure at the District Attorney’s office, Ms. Biben was a litigation associate with Sullivan & Cromwell and a law clerk to the Honorable Alan H. Nevas of the United States District Court for the District of Connecticut. 

Ms. Biben received her Bachelor of Arts degree from Wesleyan University, where she was captain of the varsity swim team, and her law degree from the University of Southern California Law Center, where she was executive editor of the Law Review.
